The land in section 35 was not assessed into Project # 17. At the time the viewers looked at Project # 17,Section 35 was in the planning stages to go south, therefore it would not drain into Project # 17. In order for Section 35 to drain South, the culverts under Polk County Highway # 44 would need to be plugged. If this was to occur, the ditch going south needed to be addressed.
The landowners opted out of petitioning into Project # 17, which would have required some legal work and assessment pay. At $50.00 per acre benefits and a 29.7% cost to benefit ratio each acre would be charged approximately $15.00 per acre. Section 35 would need to pay $9,510.00 approximately plus legal work. The section would still have poor drainage but would be brought into legal compliance.
The district worked with local landowners offering a 25% local share match. The landowners contributed $8,737.50 which exceeded the 25% match of
$8,080.00 required by the board.
